She reminds me of this lady, Vivian, who lived across the street from us when I was a kid. Vivian wore that kind of makeup and always had on a long formal dress and white gloves. She'd run across the street evey time she saw my mom and try to get cigarettes off her. Crazy neighbors - good times, good times.
